Discretionary Support (Northern Ireland)

Department for Communities (Northern Ireland)

Description

Northern Ireland's national statutory crisis and hardship scheme, equivalent to England's Crisis and Resilience Fund, Scotland's Scottish Welfare Fund and Wales's Discretionary Assistance Fund — but administered directly by the Department for Communities rather than by local councils, since NI's district councils don't run welfare/crisis-support functions the way English/Scottish/Welsh councils do. It helps with short-term living expenses (e.g. buying food), buying, repairing or replacing basic household items (e.g. a cooker), limited travel expenses, and rent payable in advance to a private landlord (not the Northern Ireland Housing Executive). Support is awarded case-by-case as either an interest-free loan or a non-repayable grant depending on circumstances, rather than a fixed published amount.

Amount

Discretionary — assessed case-by-case as a grant or interest-free loan, no fixed published amount

Deadline

Rolling / no fixed deadline

Eligibility summary

  • Available in: Northern Ireland.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance.
Notes
No prior benefit receipt is required — this is an income-threshold test, not a passported benefit. Within a 12-month period you can get up to 3 Discretionary Support loans (living expenses/household items) plus one Discretionary Support grant to help you live independently in the community, and a separate living-expenses grant is available if you can't afford to repay a loan or already owe more than £1,500 in government debt. Genuinely NI-wide with no council-level administration — do not duplicate this at the council level.
Requirement
Must have an extreme or exceptional situation, or be in a crisis, that puts your or your immediate family's health, safety or wellbeing at significant risk; must live in Northern Ireland, with the crisis having arisen there; must be over 18 (or at least 16 with no parental support); and your and your partner's total annual income after deductions must not exceed £29,741.40. Savings/money held may also be taken into account.
