Great British Insulation Scheme (GBIS)

Department for Energy Security and Net Zero (delivered via Ofgem)

Description

Confirmed via an October 2026 research pass (Ofgem's own scheme page plus gov.uk's official statistics releases, both primary sources): this Great-Britain-wide scheme, which paid for single insulation measures (cavity wall, loft, underfloor, solid wall) and some heating controls for low-council-tax-band and low-income homes, closed to new installations on 31 March 2026 as originally planned. Final official statistics (gov.uk, June 2026 release) put lifetime delivery at 139,200 measures installed in 100,900 households since the scheme began in April 2023, with cavity wall insulation the single most common measure (37%). The government's own Warm Homes Plan policy paper (published 20–21 January 2026, a primary DESNZ source) states plainly that GBIS 'will end as planned on 31 March 2026' with no replacement proposed for GBIS itself. In practice, people still searching for GBIS are redirected to one of two different schemes depending on circumstances: ECO4 (funded by a legal obligation on energy suppliers rather than government grant, but itself due to end 31 December 2026 with no ECO5 or successor supplier obligation — the same Warm Homes Plan paper says supplier obligations are being phased out entirely as not providing 'strong value for money'), or the Warm Homes: Local Grant (a government-funded, council-delivered scheme currently running to 31 March 2028 — see the dozens of council-specific entries already in this directory). The same policy paper also flags that the Warm Homes: Local Grant and the Warm Homes: Social Housing Fund are themselves due to be folded into a single new low-income capital scheme from 2027/28, with further detail still to be published — so even WH:LG's current shape is not guaranteed to last for its full nominal 2028 end date unchanged.

Amount

Free or subsidised single insulation measures and some heating controls; final national totals were 139,200 measures installed in 100,900 households between April 2023 and March 2026 (scheme has now closed to new applicants)

Deadline

31 March 2026

Eligibility summary

  • Available in: England, Scotland, Wales.
  • Open to individuals — not restricted to businesses.
Notes
Was open to Great Britain (England, Scotland, Wales — not Northern Ireland) via two routes: a low-income/benefits-based route, and a non-means-tested route for homes in low council tax bands (A–D in England/Scotland, A–C in Wales). Scheme has now closed — kept here for reference only; do not direct users to apply.

How to apply

This scheme closed to new installations on 31 March 2026 and will not reopen. If you're on a low income or receive a means-tested benefit, check ECO4 (via an energy supplier or your council's Flex route) — though note it's also due to end 31 December 2026 with nothing confirmed to directly replace it. Otherwise, search this directory for your council's Warm Homes: Local Grant entry.
