Local Welfare Provision (Bolton)

Bolton Council

Description

Bolton's resident-facing crisis support scheme, funded through the council's Crisis and Resilience Fund allocation — the council's replacement for the Household Support Fund, which ended nationally on 31 March 2026 (Bolton was awarded £6.1m for 2026/27). Provides help with food, gas/electricity top-ups, and white goods/furniture for households facing an emergency, without requiring the applicant to already be receiving benefits.

Amount

In-kind support (food parcels, fuel top-ups, white goods/furniture) — no fixed cash cap published

Deadline

Rolling / no fixed deadline

Eligibility summary

  • Available in: England.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance.
Notes
Fuel help can only be awarded where the household has a prepayment meter (card, key, or app). Cash payments are not issued — support is via vouchers, top-ups, or in-kind items. Food parcels and utility top-ups are collected in person from Urban Outreach's Environ House. Re-verified 2026-09-28: bolton.gov.uk's Crisis and Resilience Fund overview page confirms Local Welfare Provision is the crisis-payment strand of the CRF, explicitly replacing the former Household Support Fund. A separate VCSE-facing grants programme, 'Bolton's Fund' (delivered by Bolton CVS, £750,000 of CRF money), funds local organisations rather than individuals and is not modelled as a separate consumer-facing entry here.
Requirement
Bolton residents facing a crisis or emergency need for food, fuel, or essential household items; no requirement to already be receiving benefits.
