Notes
Corrected at the August 2026 review: the previously recorded officialUrl (blackburn.gov.uk/cost-living-support/household-support-fund) now explicitly states 'Applications to the Household Support Fund are now closed' — HSF ended nationally 31 March 2026, and that page was stale/superseded. The scheme's actual current page confirms this oil heating strand is live under the Crisis and Resilience Fund, but the application process is invitation-only: the council writes to potentially eligible households first, and only those who receive a letter can then apply. For other crisis needs, contact the council's Single Point of Access on 01254 226037.
Requirement
Aged 16 or over, resident in Blackburn with Darwen, using oil as main heating source and off the gas grid, unable to afford an oil refill (quote or invoice required), and either receiving Universal Credit, Pension Credit, a disability benefit, or on a low income (under £26,057 for a single working adult, or £38,870 for two or more working adults) with savings up to £16,000.
