Rate Rebate (Northern Ireland)

Land & Property Services and the Northern Ireland Housing Executive

Description

Northern Ireland's structural equivalent of Council Tax Reduction — Northern Ireland has no Council Tax, using a separate domestic rates system instead, so low-income help is delivered as a Rate Rebate (for owner-occupiers, via Land & Property Services) or through Housing Benefit combined with Rate Relief (for tenants, via the Northern Ireland Housing Executive) rather than through local councils.

Amount

Reduction in the rates bill, amount depending on income, savings, and household circumstances

Deadline

Rolling / no fixed deadline

Eligibility summary

  • Available in: Northern Ireland.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance.
Notes
Re-verified Aug 2026 directly against nidirect: this entry previously implied the split was owner-occupier (Rate Rebate) vs tenant (Housing Benefit + Rate Relief), which is no longer accurate — Rate Rebate is gated on Universal Credit receipt (available to both homeowners and tenants), while Housing Benefit and Rate Relief serves pensioners and non-UC working-age tenants instead; working-age UC claimants cannot use the Housing Benefit and Rate Relief route at all. Rate Rebate requires creating an online account and has a 3-month time limit for backdating from the date Universal Credit starts. Not available to those in supported accommodation, or renting from a close relative living in the property. Structurally distinct from the Council Tax-based schemes in England/Scotland/Wales — administered centrally via Land & Property Services and NIHE rather than by local councils.
Requirement
Which of the two routes applies depends on age and benefit status, not simply owner-occupier vs tenant status: (1) Rate Rebate — for homeowners or tenants of any tenure already entitled to Universal Credit; or (2) Housing Benefit and Rate Relief — for pension-age homeowners/tenants (both applicant and partner, if any, must have reached State Pension age, with capital under £50,000 for homeowners), or working-age tenants receiving legacy benefits (Income Support, income-related ESA, income-based JSA, Pension Credit) rather than Universal Credit.

How to apply

Universal Credit claimants (homeowner or tenant) create a Rate Rebate online account and apply via Land & Property Services (call the Rate Rebate team on 0300 200 7802 for help). Pension-age homeowners/tenants, and working-age tenants on legacy benefits rather than Universal Credit, instead apply for Housing Benefit and Rate Relief via the Northern Ireland Housing Executive.
