Warm Homes: Local Grant (HEAT Essex Consortium)

HEAT Essex (delivery partnership on behalf of Braintree District Council, Brentwood Borough Council, Castle Point Borough Council and other Essex districts)

Description

Free home energy-efficiency improvements — boiler upgrades, central heating, loft/cavity wall insulation, and solar installations — for lower-income households, delivered through the HEAT Essex partnership under the government's Warm Homes: Local Grant scheme. HEAT Essex delivers across thirteen Essex districts/boroughs — Braintree, Brentwood, Castle Point, Chelmsford, Colchester, Epping Forest, Harlow, Maldon, Rochford, Southend-on-Sea, Tendring, Thurrock and Uttlesford (Basildon runs its own separate scheme, explicitly excluded from HEAT Essex delivery per Basildon's own page — see the standalone Basildon entry in this directory). The scheme was confirmed 'temporarily oversubscribed' due to high demand at research time, with some applications placed on hold for review.

Amount

Fully funded energy-efficiency improvements; per-property cap not published

Eligibility summary

  • Available in: England.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance, basic rate taxpayers.
Notes
Confirmed oversubscribed as of research time — some applications placed on hold while existing submissions are reviewed. Still modelled as ACTIVE since the scheme continues to accept and process applications, not closed outright. Originally modelled for three Essex districts; widened in batch 20 to add Chelmsford, Colchester, Epping Forest, Harlow, Maldon, Rochford, Tendring and Uttlesford, confirmed directly against HEAT Essex's own coverage-area page (heatessex.com), which explicitly lists all eight plus explicitly excludes Basildon. Thurrock and Southend-on-Sea are outside this directory's current council-trawl scope (Southend-on-Sea has its own separate Warm Homes entry already in this directory) and not tagged here despite being part of HEAT Essex delivery.
Requirement
Low income, hard-to-heat home based on EPC rating, health vulnerability, household composition, energy costs and location — eligibility is assessed holistically rather than via a single fixed income cut-off, and does not require benefit receipt.

Bolsover procured Phoenix Gas Services as the installer, with Nottingham Energy Partnership (NEP) acting as the customer-journey/eligibility support partner for both districts — a different delivery route from the Marches Energy Agency-run scheme covering Amber Valley, Chesterfield, Derbyshire Dales and Erewash, and from Nottinghamshire County Council's own Warm Homes: Local Grant scheme covering Gedling, Broxtowe, and Ashfield.
