Description

Free energy-efficiency and low-carbon heating upgrades — insulation, solar panels, air source heat pumps — for lower-income privately-owned homes, delivered across London by 'Warmer Homes London', a 31-strong consortium of the Greater London Authority, London Councils, 30 London boroughs, and the City of London Corporation, run day-to-day by contractor Sureserve. Notes
Widened in the August 2026 outer/inner-London batch: a GLA decision document (MD3366, Warm Homes: Local Grant 2025-2028) explicitly lists all 32 London boroughs plus the City of London as consortium members with a combined £53.47m award, confirming Brent, Bromley, Camden, the City of London, Croydon, Ealing, Enfield, Greenwich, Hackney, and Hammersmith and Fulham alongside the three already tagged. Croydon (like Barking and Dagenham) draws on its own borough allocation within the consortium rather than the pooled Sureserve-delivered route used by most members — worth confirming the correct application channel for Croydon residents specifically. Widened again in the following batch (Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Kensington and Chelsea, Kingston upon Thames, Lambeth, Lewisham) on the strength of the same MD3366 all-32-boroughs confirmation — no per-borough web search was repeated for this widening, since MD3366 is a primary GLA decision document naming every borough explicitly. Widened a final time in the batch completing the London sweep (Merton, Newham, Redbridge, Richmond upon Thames, Southwark, Sutton, Tower Hamlets, Waltham Forest, Wandsworth, and the City of Westminster) — again on MD3366's explicit all-32-boroughs-plus-City-of-London text rather than a fresh per-borough search, completing coverage of every London borough in this directory. Re-verified 2026-08-19: the earlier application pause has cleared — the scheme is open again, now using a local-authority-based queuing system (individual borough queues capped at 250% of that area's allocated funding) introduced for Years Two and Three in place of Year One's London-wide first-come-first-served approach. A £25,000 household savings limit also applies (pension savings excluded; waived for Pension Credit/means-tested-benefit recipients), alongside the existing £36,000 income threshold and D-G EPC requirement.
Requirement
Privately owned home (owner-occupied or privately rented) in a participating London borough with an EPC rating of D-G, and either gross household income of £36,000/year or less, receipt of a means-tested benefit, or living in a qualifying priority postcode.
