Warm Homes: Local Grant (Manchester)

Greater Manchester Combined Authority / Manchester City Council

Description

Substantially updated in an August 2026 re-check: the scheme's delivery has moved from a Manchester City Council-run page to a Greater Manchester Combined Authority (GMCA)-wide 'Warm Homes: Local Grant (WH:LG)' programme covering all 10 GM boroughs, with a higher combined funding cap than previously recorded here. The old officialUrl (manchester.gov.uk's energy-efficiency page) now 404s and its August-2025-dated replacement no longer lists this scheme at all. More significantly, on the GMCA page's own borough-by-borough delivery table, Manchester's delivery organisation is listed as 'To be appointed' and its contact as 'To be confirmed' — unlike Bolton, Bury, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan, which already have a named delivery organisation and contact. In practice this means the scheme is not yet operationally live for Manchester residents specifically, even though it exists and is running elsewhere in Greater Manchester. Kept here as UPCOMING rather than removed, since it is clearly imminent, not cancelled.

Amount

100% of cost up to £15,000 for energy performance measures (insulation, glazing, solar PV etc.) plus 100% of cost up to £15,000 for low-carbon heating (heat pumps) — up to £30,000 total for an owner-occupier or a landlord's first property; halved (50% of cost, £7,500 caps, £15,000 total) for a landlord's second and subsequent properties. Materially higher than the ~£10,000 insulation-only figure previously recorded here.

Eligibility summary

  • Available in: England.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance.
Notes
Eligible residents in selected areas are contacted directly by officers (who carry official photo ID) rather than applying speculatively — for Manchester specifically, the delivery organisation was still 'to be appointed' as of the August 2026 check, so this direct-contact process hadn't started there yet, unlike several other GM boroughs.
Requirement
Owner-occupied properties with an EPC rating of D–G, or privately rented properties with an EPC rating of D or E (or F/G with a registered exemption); household must live in a selected area chosen for inclusion in Income Deciles 1–2 of the Indices of Multiple Deprivation 2025 with high numbers of D–G-rated homes. Landlords must be signed up to the Greater Manchester Good Landlord Charter.

How to apply

Not yet a self-service application in Manchester specifically — eligible households in selected areas are contacted directly once a delivery organisation is appointed for Manchester; other GM boroughs can already apply via the GMCA retrofit portal (gmca.retrofitportal.org.uk).

Bolsover procured Phoenix Gas Services as the installer, with Nottingham Energy Partnership (NEP) acting as the customer-journey/eligibility support partner for both districts — a different delivery route from the Marches Energy Agency-run scheme covering Amber Valley, Chesterfield, Derbyshire Dales and Erewash, and from Nottinghamshire County Council's own Warm Homes: Local Grant scheme covering Gedling, Broxtowe, and Ashfield.
