Warm Homes: Local Grant (Surrey consortium)

Surrey County Council (on behalf of the Surrey district/borough consortium)

Description

An eleven-council, county-wide Warm Homes: Local Grant consortium covering all of Surrey's district and borough councils, managed by Surrey County Council on behalf of members and funded by the Department for Energy Security and Net Zero (DESNZ). Running from 1 September 2025 to 31 March 2028, it funds home retrofit measures — loft, cavity wall, external wall, park home, underfloor and internal wall insulation, window and door upgrades, solar PV/thermal and battery storage, and low-carbon heating (air source heat pumps, high-retention storage heaters) — with whole-project support averaging up to around £12,400 per household.

Amount

Fully or partially funded retrofit measures; whole-project support averaging up to around £12,400 per household

Deadline

31 March 2028

Eligibility summary

  • Available in: England.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance, basic rate taxpayers.
Notes
Full eleven-member consortium confirmed via Surrey County Council's own dedicated Warm Homes Local Grant page: Elmbridge, Epsom and Ewell, Guildford, Mole Valley, Reigate and Banstead, Runnymede, Spelthorne, Surrey Heath, Tandridge, Waverley, and Woking. All eleven are now tagged here as of the August 2026 batch 24 addendum, completing Surrey's council-trawl coverage. Distinct from the ECO/Warm Homes Fund-funded 'HEAT the Home Counties' consortium tracked elsewhere in this directory, which shares two members (Runnymede, Spelthorne) but draws on different funding — both schemes may be worth checking for an eligible household in those two boroughs.
Requirement
Low-income household (or poorly energy-rated home) in a member Surrey district/borough; standard Warm Homes: Local Grant income and EPC-band eligibility rules apply.

Bolsover procured Phoenix Gas Services as the installer, with Nottingham Energy Partnership (NEP) acting as the customer-journey/eligibility support partner for both districts — a different delivery route from the Marches Energy Agency-run scheme covering Amber Valley, Chesterfield, Derbyshire Dales and Erewash, and from Nottinghamshire County Council's own Warm Homes: Local Grant scheme covering Gedling, Broxtowe, and Ashfield.
