Ashford Borough Council
Ashford Borough Council's standalone delivery of the national Warm Homes: Local Grant, open since 1 April 2025 for three years, with whole-project retrofit funding averaging around £12,500 per household. Uses a 'fabric first' approach — insulation before renewables — covering loft, cavity and external wall insulation, windows and doors, solar panels, air source heat pumps, and high heat retention storage heaters, fully funded for owner-occupiers with no landlord contribution needed for a first rented property.
Basildon Borough Council
Free home energy-efficiency improvements — insulation, low-carbon heating systems, and solar panels — for lower-income households in privately owned or rented homes across the Basildon borough, backed by around £1.5m of Warm Homes: Local Grant funding awarded directly to Basildon Borough Council. Confirmed to run as the council's own scheme, distinct from the HEAT Essex delivery partnership covering most other Essex districts.
Bolsover District Council (Midlands Net Zero Hub, delivered by Phoenix Gas Services and Nottingham Energy Partnership)
Free home energy-efficiency and low-carbon heating upgrades for lower-income households in Bolsover and Bassetlaw, delivered jointly by the two councils under a Service Level Agreement and the regional Midlands Net Zero Hub's Warm Homes: Local Grant allocation, worth £2,519,000 in combined DESNZ funding over three years. Bolsover procured Phoenix Gas Services as the installer, with Nottingham Energy Partnership (NEP) acting as the customer-journey/eligibility support partner for both districts — a different delivery route from the Marches Energy Agency-run scheme covering Amber Valley, Chesterfield, Derbyshire Dales and Erewash, and from Nottinghamshire County Council's own Warm Homes: Local Grant scheme covering Gedling, Broxtowe, and Ashfield.
Bristol City Leap (on behalf of Bath and North East Somerset Council, Bristol City Council, and North Somerset Council)
Free home energy-efficiency improvements — cavity/external/loft/underfloor insulation, air source heat pumps, solar PV, window and door replacement, ventilation upgrades, and electric storage heaters — for lower-income households in Bath and North East Somerset, delivered through the Bright Green Homes project. Bright Green Homes is a three-council consortium led by Bristol City Council (via Bristol City Leap) in partnership with Bath and North East Somerset and North Somerset, funded by the national Warm Homes: Local Grant.
Buckinghamshire Council (delivered by the National Energy Foundation)
Fully funded energy-saving upgrades — insulation, low-carbon heating (including air source heat pumps), solar PV, and smart heating controls — for eligible Buckinghamshire residents, delivered by the National Energy Foundation under the national Warm Homes: Local Grant, with £3,023,682 allocated to the council over three years from 2025.
Cambridgeshire Energy Retrofit Partnership (led by Cambridge City Council)
The national Warm Homes: Local Grant (worth up to £15,000 per home, covering loft/cavity wall insulation, solar panels, air source heat pumps, high heat retention storage heaters, and double/triple glazing) delivered across Cambridgeshire and Peterborough by the Cambridgeshire Energy Retrofit Partnership (CERP) — a seven-member consortium of Cambridge City Council (lead authority), Cambridgeshire County Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council, Peterborough City Council, and South Cambridgeshire District Council, with £8.5m allocated for April 2025-March 2028. Most of the partnership area applies through Action on Energy Cambridgeshire directly; Peterborough postcodes instead use two designated local installers (0800 Repair for PE1, Aran Insulation Ltd elsewhere in Peterborough).
