Crisis and Resilience Fund (Hampshire)

Hampshire County Council (Crisis Payments via Citizens Advice; Housing Payments delivered by district/borough councils)

Description

Hampshire County Council's local Crisis and Resilience Fund, replacing the Household Support Fund and Discretionary Housing Payments which both ended nationally 31 March 2026, backed by up to £33m through to March 2029 (£10.4m allocated for 2026/27 alone). Crisis Payments — for residents facing sudden financial hardship, including extra support for households struggling with heating oil costs and continued backing for community food pantries — are administered on the county council's behalf by local Citizens Advice services, while Housing Payments — for a shortfall between Housing Benefit/Universal Credit and actual rent — are administered individually by each Hampshire district and borough council.

Eligibility summary

  • Available in: England.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance.
Notes
Widened in the August 2026 batch covering Havant, New Forest, Rushmoor, Test Valley and Winchester — the remaining five Hampshire two-tier districts — to add all five as confirmed members, completing coverage of all eleven Hampshire district/borough councils. Each was checked individually for its own Housing Payment page rather than assumed uniform: Havant's own /housing-payments page, New Forest's own 'Extra help with paying your rent' page, Rushmoor's own Crisis and Resilience Fund page (with a dedicated Crisis Relief Fund Housing Payments application form), Test Valley's own Housing Payment page, and Winchester's own crisis-resilience-fund-housing-payment page, all confirming the same Housing Payment strand administered locally alongside Hampshire County Council's centrally-administered Crisis Payments. Originally modelled as one entry for the six Hampshire districts in an earlier batch, mirroring the same two-tier pattern already used for Gloucestershire, Essex, East Sussex, Devon, Derbyshire and Cambridgeshire's county-wide crisis funds in this directory. Southampton City Council and Portsmouth City Council are separate unitary authorities with their own pre-existing Crisis and Resilience Fund entries in this directory and are not duplicated here.
Requirement
Hampshire resident facing a sudden financial crisis or a shortfall in housing costs; awards are discretionary and assessed case-by-case.
