Eligibility summary

  • Available in: England.
  • Open to individuals — not restricted to businesses.
  • Relevant income bands: earning under the Personal Allowance.
Notes
First established in the August 2026 Norfolk two-tier-district batch, tagging all five districts/boroughs covered by that research: Breckland (own CRF Housing Payment application page), Broadland (own page via southnorfolkandbroadland.gov.uk, the joint Broadland/South Norfolk service), Great Yarmouth (own discretionaryhousingpayment page confirming the CRF Housing Payment replaces DHP from 1 April 2026), Borough Council of King's Lynn and West Norfolk (own Housing Payments page), and North Norfolk (own Crisis and Resilience Fund and CRF Housing Payment pages). Widened in a follow-up Norfolk batch to add Norwich City Council (own norwich.gov.uk CRF Housing Payments page and CRF Housing Payment Policy, confirming the same 1 April 2026 DHP replacement) and South Norfolk Council (covered by the same southnorfolkandbroadland.gov.uk joint Broadland/South Norfolk CRF page as Broadland) — all seven Norfolk district/borough/city councils are now confirmed CRF Housing Payment administrators. Norfolk County Council's own announcement confirms the £11.2m first-year allocation and £3.25m voluntary-sector investment. Re-verified in August 2026: the general crisis-payment application route is now finalised and live — Norfolk County Council's own page now names and links to a countywide 'Crisis and Resilience Service (CRS)' application service, distinct from the district-level Housing Payment strand, superseding the earlier note that routes were still being finalised.
Requirement
Norfolk resident facing a sudden financial shock, urgent hardship, or a shortfall in housing costs; awards are discretionary and assessed case-by-case. Housing Payments require you to already be receiving Housing Benefit or the housing element of Universal Credit.
